Richard Skaggs
, President, D-1280X, former United States Marine Corp R, Air Wing MOS Plane Captain, has more than 30 years of vast
experience in working on environmental issues at many levels including an 8 year term as a member of the State Inspection Maintenance and Review
Committee, (IMRC) ending June 2004. This committee conducts public hearings and over-sees the smog check programs and air-quality
monitoring issues at the state level making recommendations to the Governor. From 1992 -2002, Richard was a member of the Society of
Automotive Engineers SAE J1667 Committee that developed the SAE J1667 snap acceleration test procedure and diesel smoke opacity meter equipment standards for use in
Heavy Duty Diesel emission test programs.
Through out his career Richard. Skaggs has made award-winning and noteworthy contributions
to the public that include his achievement as a producer at MGM, Sam Goldwyn, Sony and
Disney Studios, as well as a member of the Environmental Task Force on the American Legislative Exchange Council, headquarters in Washington D.C, past Chairman of the
Environmental Committee of the California Bus Association and of the United Motor Coach
Owner’s of America. In 1976, Richard Skaggs and H. B.Halacki produced “Bill and Sari’s
Treasure Chest” the first environmental film introducing the importance and value in recycling
starring Bill Dana and Sari Mitchell and received an Award for Best Film at the International
Film Festival the same year. In 1979, Richard Skaggs and Howard Sargent produced a
documentary film about acid rain entitled “The Sky Is Falling” narrated by Cliff Robertson and
received the “Film of Excellency Award.” from the Southern California Film Advisory Board in
1983 and in 1982 for their film productions for the EPCOT Center in Florida for Walt Disney Studios.
In August 1999, Richard Skaggs was honored in Washington, D.C. by more than 2700
members of the American Legislative Exchange Council (ALEC) as “Private Sector Member of
the Year” for his achievements and contributions and his outstanding work in the environmental
field. Richard is also President of CalTest Instruments, Inc., manufacturer of diesel smoke opacity meters.
